[RC] re: soaking hay - Merri - Cindy Stafford

Merry wrote that she had been advised by a vet to not soak hay, so now I'm curious about that?
 
I have a mare that was diagnosed with mild symptoms of Heaves (COPD) earlier this year, so have been trying to educate myself on that.  We're able to handle it with changes in her environment mostly, with meds only occasionally as needed right now, so am very glad about that.
 
But what my vet advised, and have read it in several places as well, is the recommendation to minimize dust in hay by soaking it prior to feeding it to the horse with Heaves.  This seems to conflict with the advise Merri got, so wonder which is correct?
 
Right now my horse is doing fine (other than having foundered a month ago, but that's a whole other drama...) without having it soaked, thankfully, but good to know if it ever gets to that point if we're creating other issues by doing that.
