was wondering if anyone has any ideas about how to condition for the sand.

If you can't condition in sand, then maybe conditioning in knee-deep water would work. Or mud ( though could be tough if your horse has shoes on). Water and mud offer resistance like sand does, and like sand, you need to introduce this work gradually so as to not strain tendons and ligaments.
