All state land has land managers and "rangers." They do all sorts of things from check Goggins (you have to carry a Coggins on your person when riding on FL state land). They will now enforce the helmet law and they can write tickets. The land management agencies in FL, from Fish and Wildlife, Forestry, DNR, Water Management Districts also have their own certified law enforcement who will enforce the helmet law when necessary.

Since it is state law, any state certified law enforcement officer from Sheriff, to State Police will enforce (streets and roads are also state property).  If you are  on private property - you can do what you want. If you are on state property - you play under the rules of the property owner.

Not to get into the mess of the helmet debate but I am just curious.
 
Will there now be 'helmet police' out on the trail and in all the arenas and rodeos and backyards in Florida?
 
Maybe this will open up a new job market....Helmet Enforcement Officer~
