I could be wrong too, but I'm pretty sure FEI sets the bottom line  
CoC. It is not specific to any particular venue or championship, but  
rather every 4* event.  (the continental championships, world  
championships, CEIO's). The OC can have some input, but I don't think  
it can over-ride the time limit FEI sets. In the case of Malaysia  
they added an additional qualification - typically a CoC is good for  
24 months, but for Malaysia they required an additional sub 13:20 hr  
100 within 12 months.
