Isn't it the organizing committee of the specific WEC/WEG that sets the CoC? I could be wrong about this, but that was my understanding; that the OC, after analysing the course and considering the climate they expect, estimate the winning time and set the CoC to reflect that. In the case of 2010, the OC knew they were offering a fast course in temperate weather, and knew there would be HUGE interest in competing, so THEY set the CoC fast enough to eliminate a lot of riders. Isn't that how it works?
