The only way a fund like that for horse trails could work would be if donations were voluntary. OHV's are designed for and bought by people who ride them Off Highway, aka, trails. Horses, on the other hand, are used for many things. While most of us do the bulk of our riding on trails, there are many horses that never see a trail and others that spend only a small fraction of their time on trails. I doubt our state governments have the time or the smarts to determine which horses don't use trails at all, which use them a little, which a lot.

Besides, we don't license horses... yet :(
