[RC] nails in horseshoes - Donna Winters

Should the nail heads of the nails seat flush with the shoe and fit completely into the nail hole? This time, my horse's nail heads do not fit flush and stick up at least 6+mm  above the entire shoe.  Could this be a problem or just let it go.  Shoer is out of state and talking to him has become a rather offensive/defensive situation.  I am searching for a new one but in a small community the word gets around and I will find myself completely without a shoer.
