Trailers and trailer jacks are not designed to allow the tailgates to be lowered.  The trailer ball should be at whatever level allows the trailer floor to be level.
 
The only way to get the trailer level and have clearance is to use a stinger that allows the trailer to be farther back.  This is not really desirable from a towing standpoint either. 
 
Many folk simply unhook the trailer  and move the truck a few feet foward.
