No, what it is like saying is that if people started installing brake lights on their cars that were on all the time even when they aren't braking, it wouldn't take long before other drivers started ignoring brake lights. There IS a reason that the brake lights only come on when you are braking. If they were on all the time, it would be like not having them at all.
They are there to warn people that you are stopping, and you don't get to put permanent brake lights on your car in the hopes that it will fool other drivers into thinking you are stopping even when you are not so that they won't tail gate. And if got caught with brake lights like this on your car around here, they would give you a fix it ticket.
