Snowmobile gloves handle the cold and wet.  Hopefully you can find a good snowmobile "store" that carries clothes and equipment.
 
If you're really having trouble keeping warm, get silk long underwear, and always wear a hat, a wool cap type of hat, when you go outside.  Layer your clothes.  Polar fleece tops are really warm, in fact you may start sweating you'll be so warm!  
 
Good socks are important too, merino wool is the best, soft and warm.  Most hiking/outdoor shops have good hiking type socks.  Look for merino wool, stay away from cotton.
