In the court of law this woman would be found negligent . Bottom line is
the ultimate responsibility would be on the owner of this horse. I cannot
believe that the victims are being criticized for their behavior. If the girls
had been taunting the horse (as in the case of the tiger attack at the San
Francisco zoo) maybe there could be some criticism due to the two ladies in
question. But bottom line it is the horse owner's responsibility. Lee, you do
not have to defend your position at all.
