That is strange behavior.  Before I retired I spent many hours riding along roads at night.  I had a few horses that had to learn not to shy away from the lights, but none that went towards them!
 
On a positive note, horses can learn to ride at night with no problems.  I equipped myself with reflective vest, the horse with ankle reflectors and LED flashers front and rear.
