Cindy, I'd consider Paddi's (www.canadiantack.com) rump rug too, it has the nice tail cut out that makes it easy for the horse to lift its tail, it is also made of gortex so you can use it in the rain.  It has velcro to roll it up AND a strap on the back to keep it from falling to one side or the other.  I've had mine for about 5 years and it still works like it was new.  Just a thought :)
