I guess I need someone to explain the impact of this to me.  

I'm obviously missing something.  Is this "one vehicle length" rule stating that unpaved trailheads can no longer be used?  If not, I don't get it.  When I park for riding in my local national forest, there is either:
   a)  A paved, large turnout or staging area, specifically for vehicle parking.  I usually park parallel to the pavement.  Sometimes there isn't enough room to get "off" the road, so the horse unloads on the pavement.  If I am "off the road" it is maybe 6 inches max from the tires closest to the pavement.  

  b) A large, unpaved turnout or staging area, specifically for vehicle parking.  Pull in, park, unload.
