There is another consideration.  Even assuming that you want to take  
the horse to Libya, this sounds like a military tour - maybe 2 years?   
What about bringing the horse BACK?  There are diseases which may  
preclude being able to re-import the horse, if the horse has become a  
carrier in the meantime.

In that case, I would rather leave the horse behind in the US, rather  
than leave it behind in Libya...
