I don't think so.  Once the horse has been given a completion, it cannot be taken away from him, even if he does crash afterwards.  I believe Mike Maul stated this in an earlier post.

I think the stipulation "an hour or two later" comes into play too.  A horse requiring treatment within an hour of completion receives the pull code of M.  The horse requiring treatment after an hour from completion still completes.  So, if a rider ROs at a vet check then presents the horse to the vet "an hour or two later", shouldn't the pull code remain RO?  Conversely, if the rider presents within the hour after receiving the RO, the pull code would be changed from RO to M (not RO-M). 
 
If the intent of the rider was to stop for personal reasons that had nothing to do with the horse and there is nothing wrong with the horse, the RO should stand.  If the rider grows concerned for the horse later but the horse doesn't require treatment, the RO should stand.  Why would you change a RO to a RO-M?  Unless something happens within a hour of the rider stopping and the horse requires treatment, the RO should stand.
