Once the vet has passed the horse at that VC, and the rider decides differently, it is still RO-X.  Whether or not the horse shows positive M or L after the rider makes this decision, it is still the rider's decision because the vet originally passed the horse.

In my experience, to be RO-L,  it requires that upon return and presentation to the vet,  the vet still thinks the horse can go on, but you don?t want to because YOU think the horse is lame, then it?d be RO-L. If upon return the vet says, yep, horse is lame, then the code is L.
