Then you can do one of two things. Refuse him/her entry and take your chances with a protest if one is filed. The rules are actually fairly vague on refusal of entry. However, I believe they are being firmed up. That could be good news or bad news depending on the final write. The other thing is to allow entry and try to negotiate with the vets.

Also, this particular rider demonstrated blatant disregard for the horse. Is that a factor? What should ride vets think???

What should the HWC and the AERC BOD think about that? There seems to be where this issue should be addressed.
