BTW...the Duck should maybe re-do the Outlaw ride too..I bet he'd have Crockett's blessings....and he already does several rides in the area (Bryce made me fall in love with southern Utah...what stunning country to ride through) and might be able to figure out how to get around the whole wilderness act issues....
None of the restrictions placed upon horses on federal public lands are
embodied in phraseology in federal laws.  There is no law that says
"groups must contain no more than xxx heartbeats."  Almost none of
the restrictions placed upon horses on federal public lands are even
embodied in federal regulations.  Most of the restrictions
being placed on horses are the result of:
 
 -  administrative policies--which can change with administrations
 -  court decisions upholding administrative policies
 -  the particular proclivities and prejudices of individual
    land managers
 
The land managers play a great game of Fizbin:  they are always
happy to take advantage of the user's ignorance and let them
believe that the administrator or federal agency had no choice but
to restrict horse use--so sorry.  When in fact they had every choice
in the world.
