I use a fibrous mesh pad liner.  It keeps the pad clean, keeps it from slipping 
and affords air circulation to your horse's back.  I use it under my Skito.  I 
think you can find them at Schneiders and Country Supply.

Depending on the under-surface of your saddle, gluing a strip of rough-side 
velcro to the bars could work nicely. I currently use this solution with my 
Specialized and a Woolback pad.
