My experience from traveling to brand inspection states from a state 
where such things are a foreign as tofu in a sports bar is whatever your 
state accepts for ID is fine with them. Oh hey that's what the US 
constitution says ;-) .  It's a state thing. Coggins and health papers 
work fine. FL and the SE states have gone together to produce a 
passport. FL also as an official ID card based on the Coggins. My FL 
card is an official state document that identifies my horse. That as 
worked fine in ID, Montana, CO, etc. - all brand inspection states.
