Accornding to http://www.hko.gov.hk/wxinfo/climat/climahk.htm the temp in Hong Kong in May through Aug the afternoon temp is generally 26 to 31 deg C which is 79 to 88 deg F. To be more specific the average high http://www.myforecast.com/bin/climate.m?city=63494&metric=true in August is 89 deg F with humidity 85% morning and 73% afternoon.

The average high in Atlanta http://www.myforecast.com/bin/climate.m?city=13627&metric=false in August is 88 with average humidity at 89% morning and 56% afternoon. The average high temps in Miami, FL is 89 with morning humidity at 86% morning and 67% afternoon http://www.myforecast.com/bin/climate.m?city=13275&metric=false. The desert tend to be a lot hotter than do those in the tropics. The humidity tends to keep the temps down in tropical regions, for example the temp and humidity in Cancun, Mexico are quite similar to those in Miami. http://www.myforecast.com/bin/climate.m?city=70023&metric=true.

From these sources it looks to me that the climates of Hong Kong is quite similar to that of Miami and not appreciably better for horses than Atlanta. It certainly not 10 degrees hotter.

The one thing that Miami, Hong Kong and Cancun have in common is they are on the water, hence they have sea breezes which has a cooling effect. Atlanta does not generally have a breeze and it can feel hotter than either of the three above. In reality I've been to all four in the Summer at one time or another in my life and didn't notice much difference.

Average temperatures for the month of August in Hong Kong are about 10 deg F hotter than Atlanta, Georgia. And it is significantly more humid (however it is also more likely to rain, which may help, but not much if it is hot and raining).

This difference can probably be explained by the 11 degrees of latitude
difference between Atlanta (~33 N) and Hong Kong (~22 N).  These
latitudes make Atlanta climate defined as "temperate" and Hong Kong's as
"tropical."

Tropical can be a LOT worse than temperate.  Both of them are both
coastal and on the "wet side of the island" (which contributes to the
higher humidity than say, California (which is temperate, coastal, but
on the "dry side of the island.")
