Back when I was still a functioning MOM and had kids around who occasionally got burns we discovered that Bach's Rescue Remedy cream was one of the few things that could actually take the pain out of a burned area. It became known as Magic Cream in our house and I always keep it on hand. Hard to find something as neutral as this cream that does so well. FWIW.

If it's warm and seeming to hurt more, I would have a vet look at it. There could be debris or infection under the visibly damaged skin, and it might need to be debrided. If it is infected and not treated (burns often require systemic antibiotics) it could definitely affect more of the leg/hoof/horse.
