Let's see....we could go the route of China and restrict each couple to one 
child.  Should the couple find themselves pregnant with a second child, the 
woman is required to go to the hospital for an abortion.  Only farm people 
who live far out in the back of beyond are allowed more than one child. 
This is so the children can help farm the land.  Granted, this system may be 
reducing the population of China, but it is also destroying their culture in 
some ways.
Personally, I'm not in favor of excessive government control of people's 
lives.  Education is preferable, and we are making some progress in that 
direction...at least as far as more economically running cars.  We won't 
discuss how much fuel it takes us to haul our horse castles around the 
country to do endurance rides.  I'd so hate for that to be regulated.

As a free society we can't put a stop to excesses in our animal population
any more than we can limit the number of vehicles we own...or children. How
many children are running around uncared for and unwanted? Old people?

Well, then, those people who have all answers because their glasses are so
clear, should step forward and fix these problems that we are hearing so
much about. It appears that those whose "ajenda" is to breed horses have all
the answers, so for the sake of the unfortunate, unwanted horses of this
country, we really need to know how to put a stop to the excess horse
population ~ not how to most efficiently kill/dispose of these excess
animals. But my glasses could be fogged, and perhaps the majority of the
population does not see it as a glutted market, just an untapped resource.
