Are you sure that the length of panels is the problem? Wendy's Scab is about as small as they come and we have had no panel problems with an early OF with the longer panels. When this issue came up a number of years ago I found that my difference was that I have always used a wool horse blanket between all saddles and the horse. With the OF I did the same (it also keeps booties cleaner) and could see on some horses where the OF rubbed on top of the blanket, but the loins were fine and not sore.

Do take this as a suggestion, there undoubtedly are lots of horses that do not fit any particular saddle.
