It was standard on my 1998 Trails West slant load, although the earlier models had leaf spring.  My trailer was not pricey at all.  You'll just have to read the specs.
 
I passed on buying a used Trails West that was about $1500 less than the one I bought new because I specifically wanted the rubber torsion axle and the used one had leaf spring axles.  I was impressed enough with the overall quality of the Trails West that it solidified my decision making over the then-more-popular-in-our-area Logans or Circle J's.

My two main horses have had thousands of miles in a slant load trailer
over the years. The Jbird for example is been as far as Northern ID once
to Southern Utah once to Colorado twice to WY once not to mention to
Michigan and Virginia. I've never noticed a minutes issue with a slant
load or a minutes issue with my horses that ride in it. I think there
are more important things like the trailer suspension. Rubber torsion
suspension is better than springs. Probably a bigger issue than the
layout of the trailer is the way you drive when you have horses in the
trailer.
