Money talks.  The UAE is not the only international competitor, of course....but I think they are the wealthiest, and are trying to shape endurance to fit their particular conceptions, i.e. fast flat races, training and culling many horses for one race, etc.  Speaking as one of the proletariat stall-muckers of the world, I see this happening with wealthy individuals and groups all the time.
