The question was "...assume more responsibility ..." rather than "do more" - and yes, the RM has the responsibility to insure adequate water (and feed!) on course to support the competitors which are?participating. That is true for the runOfTheMillRegularEnduranceRiders as well as those more important FEI riders:)
