Rump rugs are most certainly "allowed" at FEI events. Where'd you get  
that?? - But as to the absence of coolers etc. - When I rode on  
Monday, it was most useful to cool the horse with evaporation. (and  
then with my hairy Jose, stand in the sun to keep a good temp through  
the hold.

Most (if not all) of the 100 milers put blankets on during the 2st  
two checks, and then lighter sheets on during the day. Riding with a  
rump rug in a competitive 100 beyond the the point that you've  
started work isn't that common as there is need for cooling at work.
