I wish I knew. The reason the Sheriff's department showed up so fast was there was a deputy who lived not far from me that heard it on his radio. We had ridden together around the neighborhood. He was on the country mounted patrol and he talked me into search and rescue since my mare could go "forever" and was tall enough so I could see over the brush. He rode this big nice Arab named Dan. That was the question I put to him after animal control removed the dog and the guy was given a ticket and left. Steve's comment was - you would not believe what we see. Watching the news - it is sad but he is right.
