Bingo...
I'm not arguing that there were problems in the early days.  But his wording makes it sound like even  today, people would be so consumed with winning that the only thing that saves horses is the manatory vet checks.  If I took it that way, you can bet that the general lay person will too. 

I like Angie's wording...

Credit the American Endurance Ride Conference, which after a rocky
beginning has been at the forefront of requiring horses to be at least 4
years old for a Limited Distance event or 5 years old to compete in an
endurance event, while requiring mandatory veterinary checks to protect
the horses and a drug free policy. These policies and protections which
have been mandated by the riders themselves have encouraged would be
abusers to choose other venues.
