Worst thing like this to happen to me, was at a mud hole, and someone
let their horse reach over and bite the piss out of my horse !!!  She was bit
so hard, and just right on the side of her bridle that the hackamore came undone
and fell off !!!   I then said, "look what your horse just did !! "....to which the answer
was, "Oh, did he bite her??"  Hell yeah he bit her !!!
 
So, needless to say, that I have a little dirty plot to turn my rotten, snotty, mean pony
loose on this person some day.   Then, say, "Oh, did he rip your horse's throat out?"
Just that it wouldn't really be their horse's fault...but their fault.

Even when I *know* that it's the other person's horse that is initiating the nose sniffing, nuzzling, or other no-no interaction, I will pull my horse away while saying plenty loud enough for the other person to hear, "No socializing at rides, you know the rules!!"  That nearly always causes the other person to quickly and rather sheepishly pull *their* horse back and keep it in line.  I don't say it in a scolding voice, thus my horse doesn't feel that he's being reprimanded, and I don't jerk my horse back, but I do make sure that the other person hears it and sees me pulling my boy back.  I'll also make sure to look at their horse and at them.  This works equally well at water tanks, in vet lines, etc.  I find that this more "passive" approach works well, and doesn't cause animosity, where confronting them might.
