Your local law enforcement (including animal control, park rangers, etc) is accredited by a *national* agency, such as CALEA.  The guidelines for service are set by the accrediation agency, thus will be the same across the country.... unless your jursidiction is not accredited.. that would be rare.

Is this a federal law? If not, it has very little relevance when talking with people across the US...

i do want to point out that if you file a report, and dont do it anonymously animal control is REQIURED by law to go investigate, and the report from that investigation is public record, and you can go down there, with a valid picture i.d .and pick it up anytime.
