Did you see that my responses are not well formatted under the ridecamp digest ? They appear just in the middle without any Subject/Title. Is it because it comes from an .eu account ?

It is a "Certificate of Capability" issued by the FEI to those riders who have achieved the particular goals outlined in FEI Article 625.xxx - basically you (and your horse) have to have completed a 160km CEI event in 13:20 (or 12km/hr). For the 2008 WEC, you have to do 2 of them. 

The whole concept was discussed at the Paris Forum last April - the concensus of the endurance community was that the CoC, while a useful certification of the abilities of the riders, is not correctly formulated now. Rather than a fixed time/speed, it should be determined relative to the trail and the competitive field for each event. (i.e. it is not possible to get a CoC at some rides b/c the trial is to hard to average 12km/hr). 

We will see what the FEI proposes when they finally release their work-group reports sometime next year ....
