Oh my gosh I had missed that the horse belonged to someone else.  This is all the more AWEFUL!  At-any-rate HS should be contacted to see if he has 'other client' horses that are being cared for appropriately.  This is just a bit too distressing!

I think I remember Laura Hayes saying that the horse was taken away (permanently) from the rider.  I presume by the owner of the horse.
