You could do something like they do here in Kentucky for first time drivers.  
The first six months they drive with a restricted license and must have an 
adult in the car, after six months they take the actual driving test for a less 
restricted license ( can drive alone but not after midnight and no more than 
one other person in the car - and yes I have a 16 yr old driver!) But, maybe 
AERC could issue a " graduated" membership card/ different color/different 
sequence of numbersdifferent letter prefix,  that gets 'converted' to a regular 
AERC membership card after so many successful ride completions.  I bet you 
could set up a computer program to auto-identify these members to make it 
easier for the office staff.

you know, the more I think about non-members riding for completion only, I  
kind of wonder about new riders - perhaps riders riding first to fifth ride - 
 
recorded - riding only for completion. I don't know - what do you think?
