Endurance.Net Ridecamp Archives

Is there any reason why a ride manager could not call in the sheriff and/or animal control, or local humane societies in an extreme case, of obvious abuse?  After all, the ride manager is in charge, and on the scene.  The HWC is not there, on the scene, and can only step in if notified and informed, correct?
