Until the HWC grows a set of fangs and actually sees it's mission as the 
welfare of the horse - the problem will not improve. Granted it is a 
very small number of incidents but I have seen too many in my life. I've 
seen too many horses brought back from "death's door." That is one of 
the reason (but not the only one) I stopped running rides some years back.

If I ran another ride I suspect that I would call animal control if I 
witnessed equine abuse. It has become crystal clear that the AERC not 
competent to deal with it.
