Did they by chance also have a strangles /nasal?
ONce at a barn I worked at -- the new vet gave neck vaccines, but he also gave internasal Strangles and he accidently contaimnated the neck with the nasal strangle vaccine-- the horse ended up with an abbcess at the vaccine site that was caused by the Strangle vaccine.
