Not to sound like a smart A**, but whatever kind cover
the area, and don't cover much else up, stay in place
and don't chafe him.  
 
 I prefer the ones with double velcro
they stay on MUCH better in mud.
 
Toklat is a nice one, but very minimum coverage.
Not too hot a horse that does more than just brush
every now and then.  Weatherbeta makes a good one
too, and they cover more.
