Wondering if anyone has experience with a scar on their horse that 
seems to get infected every few months..

I was coming down the mountain on Kaboot through a trail so washed out it
looked more like a stream bed. Got off at the bottom and his right rear
fetlock was laid open. Had no idea when he did it. I healed, but one
corner stayed open and kept draining. Finally took him to the vet and he
kind of opened it up and flushed it good (really good) inside sort of
below the wound. His theory was that he had cut it on the upswing and the
debris was below the opening and wasn't able to drain up to get out of
it. Since you said this opening is at the top of the old wound, maybe the
same happened to yours.
