I didn't like the fleece helmet cover -- it put too much pressure on the helmet and gave me headaches.  I also didn't like the type Ranelle posted -- I don't like having all that stuff on my head and neck.  My personal preference is a cycling skull cap under my helmet similar to this one ( http://www.bikemania.biz/Teo_Sport_Winter_Skull_Cap_p/teo_winter_cap.htm) and a fleece scarf around my neck which I can pull up to cover my mouth and nose if needed. 
 
Lots of options out there!

down around your neck and pull it up over your nose and mouth if it gets
really cold. It is thin under your helmet and soft fleece around your neck.
