FEI should bar this owner from leasing *any* horses
for the WEC.

There isn't anything in the FEI's rules that says it can just do this at
its whim, the owner would have to be found in non-compliance with some
FEI rule and consequently have any of their horses suspended from
competition as a "punishment" for such a violation of the FEI's rules.

If the horse is in compliance with the FEI's other requirements for
being leased for the event, then the owner has to have been formally
found guilty of something before any such horse could be disqualified in
advance.

Governing bodies don't get to disqualify people and/or their horses at
their whim, or even because they think they ought to.  Governing bodies
have to follow their own rules.
