[RC] FEI rules - Lynn White

I've been curiously following the FEI rules and
Steph's recent update on what has transpired.  There
is one thing I have some questions that I can't seem
to get answered.  It has to do with this quote
regarding the Formula One Finish:

"If adopted, it will have another name, but the trial
had very positive feedback," said Mr Williams. "We
will need to trial this style of finish over 160km to
get a full picture."

Positve feedback from whom?  I can't seem to find out
who these individuals are.

How is a horse/rider team supposed to get an FEI
record, show improvement, and obtain points if they
are not allowed to finish?
