[RC] Horse Deaths and People - Rusty Toth

You have very good points here and I agree. Lets not forget though that Alex
was not the rider of this horse. The question is then who was responsible
for the care? The rider or both of them? Only the owner of the horse would
know and they have not spoken up about this issue to the best of my
knowledge.

A careful road must be followed if we are going to start placing responsibly
of a horse on other people than the rider and owner. Where would this stop?
Could riders camping with a horse in trouble be responsible? Or the riders
camping next to them and see a horse in trouble? IMHO it is the rider who is
responsible for the care of the horse not anyone else during the ride. We
must tread these waters carefully.
