[RC] USEF Approves New Drug - k s swigart

USEF approves the limited use of lots of "theraputic" drugs that the FEI
does not and has not ever approved the use of.  Bute and Banamine come
immediately to mind.  And USEF also has an assortment of drugs that it
allows to be used with veterinary approval as long as the competitor
files a medications report in advance of the competition.

FEI has never allowed this (although that may be changing).
