I believe the blame lies with the COC period. What seemed like a good
idea at first had unforeseen consequenses. They thought it would mean
that only the better horses qualified. What it means is that the horses
that go to the *faster courses* qualify, thus the easier races thrive and
the true tests of endurance suffer. Since the COC is obviously not the
answer, it should be abandoned.
