Jim, sorry if I still fail to see the confusion here.  If the vet examines him and he is sound (AERC rules mandate an exam for a pulled horse), then he is not an L pull.  If you honestly and ethically feel that he was never "off" from grabbing his shoe and yanking it off, and YOU CHOOSE (as you state) not to fix the problem but to pull instead, then he is an RO pull.  If you, deep in your own gut, know that he was somewhat off and that factored into your decision, then it is up to your honesty and sense of ethics to report that to the vet, so that an RO-L code can be assigned. 
 
I am saddened that with all of your interest in horse welfare, you still seem to think that the codes are meaningless--used correctly, they give us good data about why horses don't complete rides, so that we in turn can do a better job of how we take care of our horses.  It is only when the codes are misused that they become meaningless.

OK…here’s an example.  Sunny has NEVER had a metabolic pull. In reality, he has never had a lameness pull…although they are on his record.  He simply has a problem that he has a HUGE trot, overstrides and yanks front shoes.  Can’t keep Easy Boots on either.  I fought that his entire career…even went to Farrier School so I could put my own shoes back on.  AFTER I retired him, I discovered a fix…otherwise I believe he would have finished every ride he started.
 
So….if my horse has a shoe missing, is sound at a trot, but I KNOW I can’t go back out there because this is a really rocky ride…and there is not farrier at the ride and I quit….not because he isn’t sound, but because I know he WON’T be, possibly with an abscess or minimally, pulled as lame if I continue, what’s the pull code?
 
He isn’t lame, I’m not lame…it’s simply MY decision to pull.  These half-assed ride codes are as waste of time….they are meaningless…and always will be.  IMHO, stupid idea and the stats will always be skewed.
