Defining a minimum speed on the trail works well when there are really nasty trail conditions. In essence this is the way UMECRA competitive riding works, except that a MAXIMUM speed is also specified.

One could look at a number of challenging rides and see what the most typical hold times have been and then change the allowable ride time, holds excluded, to keep the same required pace, just as John suggested.

Changing to this system would definately make pacing easier for riders who would not have to adjust their usual pace when an unusually long set of holds were used. It might even protect* the horses by allowing a slower, on the trail pace, during extreme weather conditions.

*it would take at least several years of results to prove this hypothesis. Further protecting horses is seldom obvious because we already do a pretty good job of that.
