Probably harder than heck to prove, might require a steward to see it. If it is one on one - it gets down to "he said - she said." If it's one rider's buddies "testifying" against another rider's buddies - again he said - she said.

In reality I suspect there is not enough of this going on or any other types of unsportmansmanlike behavior going on to require such bandwidth on the list. True it is appalling when it happens but how often does it really happen?

Blocking a rider from passing is more than rude, it is unsportsmanlike conduct. According to AERC Rule 4.1.3, deliberately blocking other riders on the trail is grounds for denial of entry to a ride.
